What the rules say
Activision’s terms of use prohibit using, developing, hosting or distributing “cheats, automation software (bots), modded lobbies, hacks, mods or any other unauthorized third-party software in connection with the Product”. That covers both remakes.
What actually happens
Neither game lists an anti-cheat system on PCGamingWiki, and we found no reports of players banned for mods. THPS 3+4 has eight-player cross-platform online through an Activision account (Activision FAQ), so other players can see what your skater looks like.
Mod authors are cautious too. THPSPro for 3+4 says “USE AT OWN RISK! – especially online with Skater Mods”. THPSPro for 1+2 has its own LAN/VPN free skate mode, and you remove THPSPROonline_99_P.pak to go back to official online.
