From the author's README on Thunderstore

This hoodie is animated. The design moves in game; it is not a static texture.

A midnight hoodie covered in a slowly drifting violet, teal and copper nebula, with twinkling stars, occasional meteors and energy travelling through glowing fractures. The torso carries an engraved eclipse emblem with orbiting lights and a slit-pupil eye that looks around and blinks.

Animation

Nebula currents drift across the fabric
Stars twinkle and meteors streak past
Energy pulses through the fractures
The emblem's rings rotate and three lights orbit it
The eye's gaze wanders, and it blinks
A soft wave ripples out from the eye now and then

Install

Install with the ReSkate mod manager, then find Cosmic Eye Hoodie under Tops in the customization menu.

Install Cosmic Eye Hoodie

You need ReSkate and your own copy of skate. on Steam.

Open ReSkateLauncher.exe and go to MODS.
Search for Cosmic Eye Hoodie and click install. The launcher also installs anything it depends on.
Press PLAY. In game, the MODS tab of the ReSkate menu (Insert) turns it on and off.

Or install it by hand: download the .zip and drop it on the launcher window, or unzip it into its own folder in Mods\ beside Skate.exe.

Maps show up in the ReSkate menu's level list. To join a server running a custom map, you need the same map installed. If the game won't load after installing, see known issues.
